Representatives of Keep Alliance Beautiful and KCOW Radio will be in attendance to share with Council the “Green Up/Clean Up Days” events which will be held April 30 – May 4.
E. Presentation of Nebraska Rural Water Association
Mr. Barney L. Whatley of the Nebraska Rural Water Association will be in attendance to provide an overview of the Follow-up Financial Managerial Water System Assessment. This assessment was required to be completed both prior to and after the water improvement project.
F. Request of the Fraternal Order of Eagles No. 136
The City has received a request from the Fraternal Order of Eagles No. 136 to use a portion of the City parking lot located on Laramie Avenue between 4th and 5th Streets to conduct a beer garden. The event will be held during Heritage Days, July 18-21

H. Ordinance No. 2723 – First Reading
Municipal Code Adoption Ordinance No 2723 will adopt the new format of the Alliance Municipal Code. This project was undertaken with the assistance of a grant from the Nebraska State Records Board. As the complete “proof set” was reviewed and approved for forwarding to our vendor; staff is requesting Council consider waiving the three readings of the ordinance.
I. Ordinance No. 2722 –Second Reading
Burnham Drive Vacation Request
This is a request to vacate the platted portion of Burnham Drive lying west of Emerson Avenue. The request is being made by Jeff & Mutt, LLC. Ordinance No. 2722 is before Council on second reading. Staff is recommending Council table action on this matter until a revised agreement can be reached that will meet the needs of both, Jeff & Mutt, LLC and the City of Alliance.

J. Ordinance No. 2721 – Third Reading Rezoning Request – Graham
Ordinance No. 2721 is before Council on third reading. The ordinance will approve the Rezoning
Application of James Graham and Christine Karell for the East 100 feet of Lots 1-3, Block 2, 2nd Addition to Brittan Addition, to C-3 (Highway Commercial) from R-4 (Residential Mobile Home Park). The property is located east of 815 Flack Avenue on the south side of 9th Street. The Alliance Planning Commission at their Regular Meeting, February 12, 2013 recommended approval of the rezoning.
K. Resolution No. 13-45 – NE Dept. of Aeronautics Grant Application for Runway 12/30 Study Resolution No. 13-45 will authorize staff to make an application for Federal Assistance with the U.S. Department of Transportation – Federal Aviation Administration through the Nebraska Department of Aeronautics to rehabilitate Runway 12/30.
L. Resolution Nos. 13-46 and 13-47 – Emerson and Potash Avenue Construction Engineering Contracts
Resolution Nos. 13-46 and 13-47 have been prepared to approve the Construction Engineering Contracts with M.C. Schaff & Associates, Inc. for the Emerson and Potash Avenue projects. This is the next phase in completing these Federal-Aid funding projects.
M. Resolution No. 13-48 – Donation of the Alliance Public Library Foundation and the Friends of the Library. The Alliance Public Library Foundation and the Friends of the Library are requesting permission to purchase VendPrint Software for the management of the Library computer lab.Resolution No. 13-48 has been prepared for the acceptance of the gift.
N. Board Vacancies
The City of Alliance continues to have vacancies on the Board of Adjustment, Community Garden Advisory Board, Economic Development Plan Application Review and Citizen Advisory Boards, Youth Representative on the Library Board and Planning Commission. Anyone interested in serving on these Boards should contact the City Clerk’s Office. Information on all of the City Boards is also available on our web site, www.cityofalliance.net.
